Luxembourg– a small yet a beautiful landlocked country in Western Europe, bordered by scenic Belgium to the west and north, Germany to the east, and France to the south. It’s a country which is much influenced by the people and culture of its neighboring countries (France and Germany) and the official language spoken is a form of Germanic language- Luxembourgish. The country only uses the language of French for legislation, and Luxembourgish, German and French for administrative matters in the country.

Although Luxembourg is amongst the costliest cities in the world ranking in top 11% of the world’s most expensive cities, jobs in Luxembourg, however, are quite easy to find. While most of its neighboring countries are struggling to maintain the employability rate below 10 to 12%; Luxembourg, on the other hand has been successful to balance unemployment at a rate of only 6.0%. And, it’s probably a good news for students opting to study and live in Luxembourg after graduation as the Employment Opportunities rate is bound to go even high in the future.

In regards to mobility, students holding a Residence Permit in different member states of EU are granted a right to stay in Luxembourg to pursue their studies under explicit conditions. Students can stay in Luxembourg for no more than 360 days after which they must submit an application for an authorization to stay in the country. Students with a Residence Permit issued in a first member state of EU may also possess a right to enter Luxembourg to complete part of their studies only if their stay is a part of either:

• An European Union program or a multilateral program with mobility measures, or

• An agreement between two or more higher education establishments

Note: The student or higher education establishment in Luxembourg must notify the competent authorities in the first Member State, as well as the Minister for Immigration, of the third-country national’s intention to complete part of his/her studies in a higher education establishment in Luxembourg. The notification must be submitted as soon as plans are made for the mobility project, and, in all cases, before the mobility actually commences.

Residence Permit in Luxembourg

Residence Permit is generally valid for one year or for the entire duration of the study period and should be applied within 3 months of arrival at Luxembourg. Renewal of residence permit must be done at the General Department of Immigration two months before the expiry of the same.

Upon arrival, one has up to three days to report to the Commune at place of residence and three months to file an application for a residence permit at the Directorate of Immigration of the Ministry of Foreign and European Affairs. One must also undergo a medical test and show proof of accommodation. Likewise, a financial statement of support; a recent extract of criminal record and 80 Euros fees.

A residence permit can also be applied after the completion of studies by handing evidence of certificate from the National Employment Agency (ADEM) attesting the employer’s right to recruit a person of their choice, a legalized copy of complete signed and dated Employment Contract (as per the compliance of Luxembourg labor Law); and a recent extract of Luxembourg Criminal Records;

Third-country nationals from non- EU can also be granted permission to stay in Luxembourg if they have adequate resources amounting to at least 80 % of the social inclusion income, which as of 2020 was 1,201 Euros per month.

The main objective of this Social Inclusion Income (REVIS) is to support households on low incomes including providing basic livelihoods for anyone who meets eligibility criteria. Any third country national who wish to claim REVIS must have been a legal resident of Luxembourg for a minimum of 5 years with in the past 20 years or have long-term resident status.

Any non- EU citizen wishing to work as a highly-qualified worker in Luxembourg can also file for their application after obtaining an EU Blue Card.
